Shaman Hierophant and Inscribe Rune

Spirit Shaman with levels of Hierophant can pick a bonus feat called Inscribe Rune, but the runes they have scribed cannot be used by them. I'm pretty sure they work as scrolls - which would mean scrolls also cannot be used by them, even though they're on their spell list.
This sounds to me like part of
this problem.
