Also using macros to grind RP exp is against the rules.

And people were worried about equipping +4items at lvl1 to gain levels

Well, you only get this much RP XP after you hit epics. Before epics, XP is not that good, just from my experience.

Not macros themself, but usage of some sort of clicker + macros is against the rules. Nothing is wrong with player clicking macro, but the rule is "You should make IG efforts for your xp/gold in order for it to be legal". Even if it simply means you click that fishing button once in while etc. Automation of XP/gold gains is prohibited.
