Fastest Dart Thrower In Western Heartlands...
There are some +4 Darts sold with +1d8 damage on it. So, how would you guys make the fastest dart thrower in Western Heartlands?

I do not know if the Self-Concealment change has gone in or not, I just do not have the level 30 character to test it out... But if it is in, I would entertain the idea of actually making a...
Fighter 25/Master of Disguises 5.
Feats, grab: Able Learner, the usual Point Blank Shot, Improved Rapid Shot, Manyshot, One Shot, Epic Weapon Focus and Specialization in Dart,Weapon Mastery, Blinding Speed for four uses of ten round self haste, Weapon Supremacy, etc... If you take the Fighter levels 22 and 24 at character levels of 27 and 29 respectively, you should be able to grab a total of 40% Self-Concealment. The 2d6 Sneak Attack from Master of Disguises helps with damage whenever you are in a party.
As for skills, Bluff, Disguise, Tumble, and Taunt are a must. Thus you need the Intelligence of ability score of 14-16 to pull this character off. If you go for higher Intelligence, you can proabably also max out skills like Hide and Move Silently. Fighter only gets a total of (2 + "Intelligence Modifier") skill points per level, so it is the Fighter levels that constrain your skill investments. But anyhow, you can go all in on Dexterity, and some in Strength for carrying capacity and extra damage, and some into constitution for extra hitpoints. If you leave both Strength and Constitution at Odd, you can take advantage of the +3 to both ability scores from that Belt of Growth, which is sold by the Epic merchants.
Thus, you Taunt people, and throw darts at them if they turn hostile. Or dabble in a bit of banditry. And if you make end up making some in character rivalries, well you can use your skills at Disguise to surprise people. (Not just popping out of Stealth.) "It is I, _____." *Throws darts.*
That would be the fastest Shuriken Thrower of the Eastern Heartlands.

Elemental Archer 5 as X, I suppose. But what does the Warlock 6 bring to the table aside from multiclassing experience penalty?

Warlock gives see invisible and unl. short haste burst if needed. Darkness is also useful.
Brutal Throw and max STR. for some damage.
Appraise would be nice, for all these expensive darts.

If you go for Brutal Throw... Well, There is always the Whirlwind Frenzy Barbarian option... Epic Rage and all that with that extra attack. I presume Brutal Throw and Manyshot work just as they are supposed, as Brutal Throw just grants enchantment bonus to attack rolls based on the Strength/Dexterity modifier difference.
As for Appraise...
Barbarian 20/Rogue 5/Elemental Archer 5 -- could be a build that gets plenty of goodies.

Not sure how darts makes things different than throwing axes in terms of build.
Highest damaging thrower is most likely:
Brutal throw 11 Ranger / 3 BG / 8 fighter / 8 Stormlord
And it works with darts as well.
Averages around 120 per Manyshot hit.

Yeah, and you can buy those throwing axes with extra fire damage, etc. The fastest Dart Thrower in Western Heartlands is a call back to an encounter in the original Baldur's Gate game, where a bandit duo with the fastest dart thrower could atually wipe out a lower level party in a matter of moments.

I'm here to ask the hard questions: how do we define "fastest"? If it's most movement speed you'll need monk. If it's the most attacks per round you'll need a high bab and some haste? Maybe we also need to clone ourselves and get more darts out there.. possible?

It does not really apply here in BGTSCC. So the understanding is just to make a really competent dart build. Really love the idea of self-cloning.
What level spell is that and how long is that duration?

Well, if you go heavy in or full Ranger, you can have that buffed up animal companion as your partner in crime. *Cough.* In otherwords, as you flick your darts, you will have something in between you and your enemy. Something that deals little bit extra damage, and it all adds up into greater success on the server.
Which brings to focus the Hunter Kit, you can go two-handed with ranger combat style and still get Rapid Shot and Manyshot for free, you can lay down traps, and lure enemies to run through them.
