Can you please advise what does mapping mean? Putting extra marks on your own player map, being able to share such marks so others see them in UI? Something else?

Currently, since there is a minimap and bigger map, i don't see what's the reason of mapping something as every player has their access to area map within few exceptions.

Here you can get the BGTSCC builder module.
It misses some of freshest assets, but as it was mentioned in post, you can attach them separately from your HAK folder as you download them when you enter the server. This section of forums does also have various guides that i myself find useful.

The most things that are missing are current creature blueprints (so players can't just look at mob stats and adjust their PCs) and some scripts Devs don't want to be widely known. Though, if you submit an area, our builder team will add them where needed when they review it.
And, if you apply and get approved into builder team, of course, you'll get access to actual server areas etc.
