I got this message when taking the Ferry across the river at BG, Farmlands South - Wyrms Crossing
I didn't experience anything being bugged.
But it asked to report so I hope this is helpful.

That dynamic quest started in the merchant league building. (panicked courier or something...)
Target in the Goblin mine N.of Beregost never shows up.

That looks like a bug in that spawning quest script - they're both locations where the custom quest script can fire.
