WhisperLock not working properly

As the title says.
This has happened several times now, and not just for me, but also for others I RP with, so it's not a fluke.
Enabling WhisperLock from the "chat toolbar" used to convert any regular message into a whisper and that was it.
Now, however, it also sends the written message on top of turning it into a whisper. Thus completely negating the purpose of the whisper, since everyone outside the whisper range can see it.
When having a hushed conversation it is a quite handy tool to have since it allows the chat bubbles to still show, thus indicating activity and presence, while keeping messages "private" to those in whisper range. When using regular whispers (/w) there are no chat bubbles present.
Searching for Whisper Lock and WhisperLock here on the forums doesn't provide any insight into when it was changed, or even why.
But someone made the change.
I'd at the very least like to know why.
Preferably also have the change reverted, since it removed a nice quality of life feature for hushed conversations.
