Ability scores, enchanted item bonuses, and access to spells

Here and there reading through thread I come across mention of using an enchanted item to gain access to spells. I had always thought that wearing an item could not give you access to spells, that it had to be a true character score. Two examples could be a Ranger with a 12 Wisdom wearing a +2 Wisdom Ring or a Bard with 13 Charisma wearing a +3 Charisma Ring. I just tested the Bard in Vordon's Hero Creator and an enchanted ring worked for the bard, as long as I rested again after putting a ring on. Does this work for other classes as well? Thanks

Yes it works with every spell casting class

That's how I used to run my STR based wizard Gish. I had 16 INT, but a +3 item to give him access to all the spells. Worked out nicely.

So for a wizard at 16 Intelligence, or maybe 18 at most, it makes lots of sense to move points toward constitution, dexterity, or strength, depending on the build. Is there any significant benefit of moving Intelligence up past 16 or 18? At least compare to the benefit of other stats?

The benefit of continued investment into your spellcasting ability is mostly higher DCs and bonus spells.

I guess I need to look at the epic mage feats to see if there are any Intelligence requirements.
