Old player coming back: help with changing item looks

Hello, I finally found the place to change my items looks however it seems my cloak and chest piece need a special item or permission to change? Any idea how to go about this? Sorry if this is supposed to be figured out IC

You can purchase the appearance changer tool from some of the vendors around BG. Blunt I think is one. It's under the miscellaneous items. Activate that in a safe place like a town/city, it will bring up prompts to change pretty much any piece of gear. Hope this helps.
