Unable to craft Remove Curse wand

Tried with both my Favoured Soul and my Bard, spell will not allow targeting of the bone wand. Tried with multiple wands, none worked. Same wands that didn not work with Remove Curse worked with other spells, so it's not that I have one bugged wand on each character.
ETA: Also just noticed that the Remove Curse scroll one of my characters bought at Sorcerous Sundries is not usable by Favoured Soul, only cleric, bard, sorc, and wiz.
