Brutal Strike not working

Everytime i try use Brutal Strike it say: Power Attack must be on to perform a Brutal Strike, and that is with power attack on tried with +2/+4/+6 same thing and tried without having it on, the feat just wont activate.
And this is a freshly RCR char to, so not because the feat switched mess things up either.
