Speaking every language? Not easily. Could let them cast Tongues as an at-will extraordinary effect, but that'll only give you a handful of racial languages.

The latter would work and the reply could just be RP'ed -- or perhaps optimally combined with a targetable feat that temporarily gives you any missing language proficiencies of the target if the system allows?

Kit raises a valid point, but this is one better discussed with a DM. The one that worries me? There's something like 50 languages on BG. The language menu is going to get... unwieldy, long before we were finished granting all the new languages you'd unlocked.
Also, there's currently no reliable way of removing languages without straight-up wiping your DMFI tool, so we'd have to forbid you from ever deleveling below Monk 17 if you used the XP remover imp.
