Grapple conditions

I seem to be able to initiate a grapple while wielding a Spear / rapier with off hand free and continue attacking with that weapon thoguh it appears that should not be the case.
"Attack Your Opponent: You can make attacks with unarmed strikes, natural weapons, or light weapons against another character you are grappling. You take a -4 penalty on such attacks. You can't attack with two weapons while grappling, even if both are light weapons."

I've been routinely grappling with a rapier on my duelists, but it's consistently told me I can't attack with that weapon (and, indeed, kept me from attacking). Could you provide more detailed reproduction steps?
Keep in mind that NPCs are allowed to violate this rule, in exchange for progressively draconian AB penalties, so their use of such weapons is not proof that there's a bug.

On the topic of Grapple conditions, grapple attempts cannot be parried. Is that intentional?
