Combat Expertise/Fighting Defensively and Druid shapes

I was messing about and testing new builds when I noticed that I didn't get my AC bonus from Fighting Defensively to my shifted shape on my druid, but I still got the AB loss. I wondered if CE had the same thing going on and it sure does.

I recall some mention somewhere about the Other AC listed counts towards the dodge cap somehow because AC being handled weirdly with shapes?

Is this a bug or is it intended design? If it's not intended, is it fixable?

Edit: The issue only seems to be in dragonshape.

I just tested it on my druid and CE applies correctly to the forms

I've realized that it's only the dragonshapes specifically that have this issue. I just tried Fighting Defensively in Legendary Wolf form and it applied AC then.

Shapechange form AC is dodge. While the breakdown doesn't report that you're hitting the cap, that's what it most likely is.

Oh, unfortunately the form itself reaches the dodge cap. One way of dealing with it would be to move part of the bonus to another AC type but that has other consequences...

Dang. Feels weird being able to reach 67 AC with legendary wolf shape and way lower with the dragon. Ah well.

We do need to eventually make form AC be natural armor like it's supposed to be, but that will require some hardcoding work.

If such a change goes through, will druids affected be given a 100% RCR?

... no? It'd be making shapechange AC work like it has always been supposed to work. That's a fix, not a change.
