"Bestow Curse: Choose Attribute" feat erroniously implementeds as spell

Background:
"Bestow Curse: Choose Attribute" is a utility mechanic for selecting properties of Bestow Curse and the greater variant.

Observation:
The examine lists it as a General feat. However, it can only be used when prepared as a 3rd level spell.

Expected:
This should probably be a feat.
