So, speaking as someone who often plays stealth characters, if your build involves Invisible Blade or Duelist you're fine. But if you have to wear armor because you can't get your dex to 30 because you need other stats, (I'm looking at you, bard/rogues and bard/rangers) your choices are extremely limited and not very good. Kudos to you guys for making that Shadow Legion armor a more frequent drop, but I think we could do better. That's a pretty low AC unless you can take armor optimization twice and rogues usually don't have the feats to spare. If you wear mithral chain you not only miss out on having stealth in that slot but you also usually can't have stealth in the glove slot because you usually need armor bracers. Improved Mage Armor wands are all well and good, but dispells happen a LOT at epic levels and pretty often in places like the pirate cave in Ulgoth, the Cloakwood Mines, and that CR 13 crypt west of Varalla's in the UD. So here's my suggestion to allow us to wear whatever armor we want without losing stealth from TWO slots: Armor bracers that also provide stealth.

I don't know if it fits your PC, but Tigerskin Armor is 4/4 with +4 armor and has +4 hide and +4 MS

That's a 4/4 +4 chain shirt, total ac 8 +4, with a -2 penalty to hide and ms for being a chain shirt. Not to mention that both a chain shirt and the Shadow Legion armor are a bit on the heavy side for a low str rogue.

Say a fighter finds an entropium full plate, or mithral full plate, but it doesn't have any armor enhancement. Well, they go to a store and grab either the +4 ac bracers with +5 hit points from the basement of the Blushing Mermaid or they go to Phlydia in Candlekeep and buy the +4 ac bracers with speed CL 10 once per day. They can boost the ac with bracers that also align with their function as a tank. But if a rogue wants to wear a mithral chain shirt, they either can't wear armor bracers, or they lose stealth bonuses from TWO slots.
