Death Penalty and UMD Dependant Players

When one dies now, one gets a negative to all abilities and level drained depending on how long one was dead.
How does the level drain affect skills?
Do you lose a skill point for every level your are drained?
If I have gear that requires UMD to wear and I die- is that gear removed once I am rez'd?
Maybe I am getting ahead of myself. I have not had a character with UMD dependant gear die yet so I am not sure exactly what happens.
But, If I have a UMD of 15 and have a Traumatic Recovery, I lose 8 to all my ability scores (inc CHR) and half my levels. Does this mean if I am level 30, that I lose 15 skill points from my UMD skill on top of 8 pts of CHR, making it a 19 skill pt penalty to UMD?
Or maybe I only lose the skill points from the levels drained that I had put pts in UMD?
That would total approximately 11 pts to UMD if you were maxing it out as a cross skill, including the CHR penalty. That is still a lot?
It would seems that builds that are dependant on gear that requires UMD are extra penalized by the dealth penalties because now they also temporarily lose gear on top of abilities and levels. I have one character that will become pretty much naked after death. When he dies will his clothes just suddenly fly off of him, the momment he is raised?
I do not mind harsh death penalties upon death, but if UMD is being sapped upon death then certain builds are being penalized more than other builds upon death - and that would be unfair.
If this is the case then what if after being raised you had the ability penalties but instead of being level drained you had some other sort of affect, such as slowed, or dazed, or fatigued?
