I will look into this shortly. I recently had issues with the deity changer as well. Perhaps it's a few of them.

Hello, Lockonnow.
I have investigated this issue and found it to be broken. You are correct. The background feat will provide bonuses, but will not let you select which ones are available.
I have reported the issue to the proper channels to be fixed.
I will notify you once I learn of a status change.
