Archery targets illegal to use

Just south of the Chionthar Bridge, right next to the Pheonix Company, are archery targets. Would be a nice place for people to rp some competition, making wagers on who can score the highest (deal the most dmg) EXCEPT that if you dare have a weapon equipped the guard by the southern ferry landing yells at you. Maybe make him chill out.
