I think drow clerics of Lolth should automatically get proficiency with whips without having to waste a feat on EWP.
Cheers

Re: Drow Cleric + Exotic Weapon Proficiency
Clerics in 3.5 are not automatically proficient with their deity's favored weapon, regardless of if that weapon is exotic or martial. I am open to allowing clerics to gain automatic proficiency in their deity's favored weapon, though, as Pathfinder clerics do gain proficiency with their deity's favored weapon out of the box. In this case you wouldn't receive the whole proficiency feat, only proficiency with the specific weapon (which is something we are able to do now).
Edit: Seems whip isn't even Lolth's favorite weapon. Dagger is. So unfortunately that's still going to require that you take exotic weapon proficiency with a feat if you want to use whips.
