Portrait Upload not working

Hi,

after a long search for a fitting portrait I wanted to upload a portrait ... but when I click on Upload on the page I just receive the following error:

Fatal error: Uncaught ImagickException: unable to open image 'C:\inetpub\wwwroot\portraits\Discworld44/p_Discworld44_hurn.tga': Permission denied @ error/blob.c/OpenBlob/3596 in C:\inetpub\wwwroot\portraits_upload.php:313 Stack trace: #0 C:\inetpub\wwwroot\portraits_upload.php(313): Imagick->writeImage() #1 {main} thrown in C:\inetpub\wwwroot\portraits_upload.php on line 313

Pic isn't a Targa image as it may be seen there in the error message ... but a .jpg (size 128x128)
