Hail of Arrows Spell not working

Hi,
Today I was wanting to test Hail of Arrows spell (Wiz/Sorc 5), according to the description it should apply a round/level buff to the caster that triggers illusion on hit with ranged weapon which should reduce attack target's AC on failed will save. The spell card says "Target: 1 target" which seems to create a ground targeting circle which can snap to and target other people but not the caster. However upon casting it on someone all the spell seems to do is give 1 round of haste (at least by the buff icon floating about character) and it doesn't really have any effect and nothing close to what is described. As an added minor thing, the spell (like Enlarge Person, Circle Against Alignment and Gaseous Form cannot be saved by /mspells command.
