Shadow Simulacrum and its Limitations on BGTSCC

Hello!
As implemented currently on BGTSCC, the Level 9 Shadow Simulacrum spell has some limitations to what can be simulated. It is a powerful spell—no Save check, no Spell Resistance check—and the "shadow" created has 3/4 HP and no spells of the original (a small "price to pay" for its power).
But on BGTSCC, there is a limit on what can be simulated. First, by way of HD, which if over double the Caster's Level, the spell will fail (which begs to ask, are there 60 HD monsters in-game?!). The second seems to be that certain "beings" cannot be simulated by custom design, such as Summons/Planar Summons, and also Bosses (? i'm not sure about this, maybe someone can confirm?).
Is there a reason for the limitation on what can be simulated? Is that still valid on the current Server design/challenge? And can whatever limits on Being Type that could be simulated, is there any will/desire to review, and possibly change? Cheers.
