so i heard i have to ask for persmision about certain builds...well mine by level 20 is going to be about Favored Soul 6 , Blackguard 7 , Stormlord 7 . am i alowed to take 6 figther levels after i get passed level 20 ?

The build rule is under the rules of the server. If you want approval you need to PM the DM staff with your full build and the reason you are wanting to take the lvls after 20. The staff will then review your case and reply once it has been reviewed with a decision.

For clarification, the rules say:

"You are allowed to take new classes after level twenty, however, you need to inform a DM about your intended level progression."

So are we to understand that the new class after level 20 has to be approved, or is the notification all that's needed?

can i then suggest that you specifically say that in the rules? "informed" and "approved" are very different things
