I am just curious if the DM's on the servers help and/or allow rebuilds, as in, you just hit level 4 but are not happy with whatever decision you made.
Would the DM's knock off the XP then so that you are level 3 again with only 1 xp needed for level 4 again?

Generally you can get knocked down one level if you ask politely.
Full rebuilds are generally not allowed unless you have a good reason for it.

Do you only take one level away, or could a level 30 for instance ask to be reduced to level 1? (just to take an extreme example)

DMs will take as much as you want 
but like luna said you wont get it back unless its an extreme case like your character is bugged because you were a half elf got turned into a dwarf by a DM
