Disguise or naturally masking "evil" traits?
A character who is evil, wants to mask that or his deity. Can he simply act different, because it is natural for him to mask his deity and personality, or does he need to roll bluff every time he does this?

No. You don't have to spam bluffrolls everytime. Especially when you talk IC to people who basically are strangers to your character.
Imagine a situation in which you encounter a random stranger who asks for your name in the middle of the street. You could introduce yourself as whatever you want, would the person be able to tell if it's a lie or not? Don't think so.
Actually i think that the risk of metagaming increases when people who want/need to hide certain aspects of their character roll bluff openly, 'cause OOC people see that you are doing a bluff...i guess you can imagine where that leads to. Playing evil on the surface isn't easy at all, and i am not talking about the common tradewaybandit here - so there's no reason to make it even more difficult than it is already.
It's not a bad thing though to invest skillpoints in bluff in case a DM asks for such a roll in whatever situation. A shady character who's cabable of getting away with a lie should still be reflected by your charactersheet.
Furthermore i strongly recommend to keep a certain secrecy also on an OOC-level. People tend to mix up IC- with OOC knowledge. Don't wanna say it happens on purpose but nobody is perfect and people sometimes make mistakes. This helps preventing such.
