Persisten spell feat: allowed or not?

I've heard mixed stories about this feat IG.
Just to clear this up for me, is it illegal to take this feat on the server, yes or no?

This feat has been disabled to prevent casters from keeping up their buffs "24/7". If it is still availiable as a selectable feat, don't take it - it would be wasted.
Sometimes I question my sanity. Occaisionally it replies.

You can't select it as a feat in game.
