Practiced Invoker, going to be added?

Hi, was just wondering if Practiced Invoker is going to be added to the server in the near future/at all.

As someone pointed out, Warlocks are the only spellcasting class that does not have it yet, after Blackguards and Assassins got theirs working again.

Could I please hear the reasoning behind that decision?
