I guess you couldn't find it, I assumed it would be n the guild forums but it wasn't. Please let me know if you come across it.

We don't have any formal rules for starting guilds, actually - that's why you can't find them
All you need to start a guild or faction is several people of like mind who can work together without killing eachother. That last part is actually somewhat flexible, even.
To get a private forum to conduct business, you'll need to hold it together for long enough that we feel the guild is stable. Some of them have a tendency to self-destruct within about a month, so staff tends to be wary. It's nothing personal, but we have seen it an awful lot, unfortunately.
Getting an area isn't something we have hard and fast rules on. We encourage most people to make use of existing areas when they're starting out, and depending on the nature of the faction, a DM may work with you towards getting an appropriate area to use or have exclusive access to.

So if a guild is started would it be a good idea too notify a DM so they can keep an eye on it to see how long it last and if it was worth becoming official?
