Blackguard spellcasting question

A few posts down I read that blackguards use their wisdom modifier to determine the amount of bonus spells. This got me thinking, seeing as blackguard spells are divine and everything, is there a minimum wisdom score needed to cast a blackguard spell, similar to the other divine casters, or can a blackguard with 8 wisdom still cast spells?

Another unrelated thing that I was wondering is, what is the max attribute bonus you can get from a single item on this module?
