I have a question about the class rule which says you have to have 3 levels of each by level 20.
My character is by now level 16.
7 Wizard levels
5 Swashbuckler levels
4 Dualist levels
My character would take another 2 levels of Dualist before turning her interest in death a reality and becoming a Pale Master the subsequent 10 levels from level 19-28.
The problem is, at when I reach level 20 I will only have 2 levels of Pale Master and not the required 3.
Would that be allowed since it follows the natural flow of my character and it's not about using an exploid just to get a bonus from a prestige class.
You could always check the character by level 21 to see that the build is "legal" so to speak.

I think it's illegal. I'm fairly sure if you get caught like that at level 20 you will get level docked.

It's illegal. We permit no exceptions to the rule. Sorry. All cases result in a level dock until you can get 3 in each class, which would mean resetting you to 18 and telling you not to take PM.
You can apply to take Pale Master in epic levels, however.
