Sercerer Spell Swapping

Hi All,
Sorcerers are supposed to be able to swap a spell every even lvl or so I think. Has this been disabled? I've gone through lvls 3-5 without being able to.

Sorcerers can only swap a spell two levels lower than the maximum level they can cast; that means you don't start getting the choice until level 6 or so.
