New Level 1 Spell at Bardlvl 21

Greetings,

at Bardlevel 21 i was able to chose a new Lvl 1 Spell.
I took Cure Light Wounds. But now i dont see that new
spell in my Spellbook and not in my Quickcastbar.
I have 5 Lvls of Dissonant Cord in my Build.
Is this a Bug, or working as it should?

When i export my Bard to Vordans, and make that Lvl up again,
chose Cure Light Wounds, then i have it in my Spellbook and Quickcast.

Not sure. if your have 21 caster levels you shouldn't get anything.
All caster classes stop getting spells at level 20.
