Bards and Epic Gate

[Keitan]

Hello

Can Bards chose Epic Gate here?
Normally it only requires 27 Spellcraft Ranks.
My Bard has 27 Ranks(points spend without any bonus)
but at my last level up, there was no Epic Gate in the Feat list.
I have 19 lvl of Bards and 5 lvl of Dissonant Chord.
Do i need 21 lvl of Bards to take Epic Gate? Shouldnt the Dissonant Chord
levels count as Bard levels?

thanks for your answer

It's set like the OC here so bards don't have access to any EPIC spells except for Greater Ruin.

Probably because that is custom to this PW.
