As far as I know, all areas have a place where you can rest?

I think there are quite a few maps in the UD where you can't rest at all within them.

Yeah there are two large levels of the fire goblin cave where you cant rest anywhere. That's a long way for a low level caster and at the end is the evil rogue goblin chief.

Is it true that the staff plans on fazing out open rest areas entirely for designated ones so we can be more like Dale Lands?

No. Never played dale lands, but what the general idea from staff discussions has been is to phase out the "No Rest" spots wherever possible. Dungeons etc will of course still have no rest zones, but afaik, surface areas should generally be free to rest at your own risk sort of thing. In general, there may be a few exceptions to the rule however.
