I think they player chat menu is located from the EYE menu in the lower left corner.
Bring that up.
Then you just click a players name in the list and send a tell.
Or it works with the method you are using as well, but it's "\t" not "\tell".

It's indeed---> /t "Character Name"
Sometimes, especially for characters who are renamed, or have things such as trema (L'Haÿ-les-Roses) in their names, you'll have to make sure that the name is written properly. When I say that, you'll notice that sometimes in the player name list (where you can simply click on a name to chat) there'll be a space at the end of the name. You have to enter that space when you type it.
I think the client extension solves that issue, though.

the player list tool, off the main 'eye' options button will sometimes put a space at the end of the characters name. i generally have to remove the space, or the tell will not send. it will tell me 'player not found.'

you also need to make sure both parites have enebled tells. long right click on your chat window, and a pop up with several chat options will appear. include tells, include combat logs, include dm tells, etc etc.

An other issue is that sometimes, when you right click a name to tell him, the "" are not properly placed ... check if there is not a space between the last letter of the name and the last "
