I assume you play on the surface..? In that case one is very close to the spot you spawn at in the Eastern Farmlands (should be to your left) and the other is at the BG Harbour near the guy who gives the Delivery From the Docks quest.
You can take a boat from most places to Ulgoth's Beard. There's a Fishing Hut with a man who sells fishing rods and baits.

I think its more luck than anything. I was fishing with my rouge and caught a Marlin. Got 600xp...and only had 1 point in survival. I have the screen shot to.
