Title says it.
I'm going to focus on adding a few more quests, that require PC's to travel to the Northern regions, or areas that don't have existing quests attached to them.
I'd love any suggestions, so get cracking...
The more descriptive you are in your quest idea, the more likely I'll use your idea.
ps- If you want to write a quest from start to finish, just send me a PM of the dialogue etc and I"ll do the rest.
Examples are:
-Fetch Quest: The PCs are sent by someone to retrieve an object, a person, information, etc.
-Escort Quest: The PCs are asked to ensure that someone or something safely arrives somewhere.
-Investigative Quest: Something is happening somewhere, and the PCs need to find out why.
-Defense Quest: A group of people are threatened by something, and the PCs need to defend them.
-Exploratory Quest: The PCs need to explore an area to determine it's suitability for (living in, mining, farming, hunting, colonizing).
-Destruction Quest: Something must be destroyed, and the PCs need to figure that out.

A couple of questions:
Are these quests intended to be repeatable?
Are there any particular regions that you would like to lead players towards?
Would we like these quests to be set in BG or somewhere similar, or would they be given in the Northern Region?
I have a few ideas but would like to tailor them to what the team would want.

Anywhere works, though so far the northern regions have nothing.

I would dig a defense quest. This might have worked earlier for something like the Bhaalist temple or more recently, Triel. I don't have a direct recommendation for a present area at this time.
I'd especially like to see this since the majority of what we have are fetch quests.
I'd recommend something that had like three-ish waves of foes (Making AOE and Controller-types valuable) and a couple mini-boss super-high-defense sorts (more singular, lengthy battle). Foes would depend on level of the individual initiating the quest.
Make it resetable like... once a month.
- Some High-AC, crit-immune types in one wave (Need A wiz or sorc, STAT!)
- Some low AC, high AB, high saves types in another wave (Get out there melee/archers!)
- One wave should probably attack from a more narrow path (bridge, etc) to increase the value of having a high-def melee-type out there. (Dwarven defenders, hooooo!)
- And at least one of these waves has to be of moderate offense and crazy amounts of defense (but maybe not crit immune) to make healers, high-con, and even rogues valuable.
I leave XP and rewards to you guys.

How about some more quests for the Underdark? 
Maybe a quest starting in the Commander's tent that sends you out to the little fort at Mist lake to acquire a requisition form from the Quartermaster there, which you deliver back to the Commander's tent.
- Another part of this quest line could involve the player being sent back with the supplies the quartermaster ordered, then when you get there you have to defend the fort from some kind of small invading force, covering for the normal guards so they can rest. Mist Lake is a bit out there, so it would be a fairly difficult set of mobs, perhaps Driders.
Make a quest for the Minotaur in the Gloura's Wings, who demands you slay cultists in Oghrann and bring him their left ears (or maybe heads) as proof. Backstory could be he was exploring the area and they broke his favorite weapon (probably a big axe, he seems the type) and forced him to flee so he wants revenge.
The gem merchant (who doesn't actually sell us stuff) is interested in the crystals that the Illithid are having their Duerger thralls mine, but can't provide a means to properly mine the crystal without shattering them. He wants you to slay Duerger thralls and Illithid for their mined crystal, and bring him back a big batch. Maybe make it endlessly repeatable, like the Beetle Pincer quest from Zarmoon? I would ask not to make the quest items 3 pounds each like the beetle pincers are D:
A Duerger Smith in the Darkspires has a special order for some Umber Hulk Hide Half-plate he needs to fill, but lacks Umber Hulk hides to complete it. Go out and slay some Umber Hulks to get their hides so he can fill his order.

I posted this long ago and then more from the Amn war:
Some idea i've had from the past in this line of thinking might be useful:
Slaves and kidnap victims are much easier to keep as journal entries as you imply rather than npc in party.
The other option is some thing I suggested long ago... similar to animal companion: monstrous humanoid make a feat animal companion: common npc, this common npc can be a slave, a servant, a kidnap victim, and knight's squire, a helpless traveler, etc. The idea is to make the feat summon an npc that is needed to be protected. If the summoned npc dies then you'd need to rest or whatever. If this feat could be put on a temporary quest item, you could then have it summon a kidnap victim for turning in at a quest giver... maybe have it a single charge item so if the npc dies the quest items must be collected again.
Second idea was from before the Amn War: (This can work for any "good vs bad" situation as well)
With all the talk of war between BG and Amn, I was wondering if there was a plan to use the NPC Dialog System/ Quests to get players involved on both sides of the war? I am sure that this has been mentioned but, didn't want to not say it just in case.
I was thinking it would be great to have my character's action interact with the war mode and preparations. A series of quests that gave stories and tactical character interaction.
Players choose which side of quests work, once you take a quest from one side the other side quest are blocked, with maybe a later option to be a double agent.
Character (either BG or Amn) talks to their recruiter > prep quest > go from Beregost to BG and back, meet an npc at Fist HQ for the turn around and gather war quest goods. For Amn they go to the end of Lake Weng and meet an NPC wagon train and then escort it to Nashkel over the pass (the wagon never moves, but the quest does).
Then the Recruiter can say "go talk to the Sargent for your next duties". The Sargent can send you on another preparation quest.
As for tactical war quests, you can start with scouting quests, go here and find a waypoint marker (observation) and come back. Then, go here and stop this enemy wagon train (go to a way point and if have quest it triggers a spawn like orc head). Then seek out this enemy patrol (same way point system) and kill them. Etc. The quests get harder and harder requiring other support characters and teams.
As they move along the quest stream from Recruiter > Sargent > Lt. > Captain > General, the quests get harder to finish. After successful completion, each character gets a medal or token (stackable item, nontradeable), this is all before the war starts.
Then once the war is going to start the various powers that be can reward the characters based on numbers of tokens earned, and can lead to player involved story RP for the actual war efforts, all the while not require a DM to babysit every character that wants to be involved in the war. Maybe when a character hits a major waypoint in the later harder quests the server can take a screenshot of the moment and this can be used in storyboard for the war rp forum threads at the end.
