Rainbow Beam Daze effect

I'm not sure if this has already been asked before, but the custom spell Rainbow Beam states:

"If you hit, the subject is dazzled for 1 minute."

and the stats above say

"Saving Throw: Reflex half"

So does the successful reflex save prevent the dazzling effect or will you always get dazzled (provided that you're not immune to daze) and just suffer half damage on successful reflex save?

If you hit the RTA the target is dazzled.
Which knocks down some stats.

It might halve the duration on reflex.

Just to clarify, dazzled is not dazed. Dazzled means -1 AB (and perhaps to spot too).

Ok, now I mixed up two things: Dazed and Dazzled.

I'm assuming the Dazzled effect matches with this description:
