After the Black Orc War concluded, I'm pretty sure that was announced a few times ingame and most likely somewhere on forums as well.

No. The NPC Guard at the bridge should be checking appearances and denying access to Orcs, and any Characters that are hiding their face. No one PC has special privileges here.
If a Player walks into the Friendly Arm and then equips a mask or helmet, it becomes an issue of godmodding the NPC Guards.
And Bentley very much dislikes it when his Guards are treated without respect...
