I have a question b/c am a bit confused on this matter. The other day my toon was in a area that that was open to PvP now although the toon was fighting monsters not players another toon enter the same area and started to picking a fight. Now I know RP is a must to try and calm a matter down. So If a toon says I don't want any trouble and walks away from the seen of the area only to be followed by the same player who is still bothering your toon. So you fight inside a town that allow you to case spell if you have a licenses. You cast a summon spell to help your toon you get the upper hand on the other player that was bothering you he dies. You end the RP by saying you Leave a sign by saying here lies a bully. In the middle of the battle another toon enter and gets the effect of the spell (Meaning stun) OOC only to say why was he attacked you tell him the story and how it was played out. Again OOC that you was in the wrong place at the wrong time. Only to hear from both toons that I was breaking the rules. I ask how was that I was told that I was metagaming and will be reported to the DMs. Now I ask did I indeed break any rules here? or is it that a toon got his butt wiped and now wants to cry to a DM about it and another wanted to help him but could not because of the spell effect.

There's quite a few interesting aspects here.
First off, if someone offers you an RP out and you accept it (such as walking away), that's the end of it. Both go about your happy business.
If there is a fight and for whatever reason someone leaves an area, that person is thought to have "lost" the pvp but retains their memory. Both parties are to avoid eachother for 24 hours. You shouldn't chase or pursue someone through a transition point after they have fled an area.
Then there is the issue of a town: Fighting in a town (or around any guards) is considered Godmodding, which is more or less assuming the NPCs don't react. Which they ordinarily would. So let's just try to keep our battles out of towns, please.
Casting spells in that particular town is acceptable but town laws still apply. Such as no destructive magic (it is still a town you know, with citizens and such) and obviously no necromancy. There is a temple of Lathander right there.
They wouldn't be happy.
The license is primarily meant for wards and teleports. Things of that nature.
Also, avoid casting spells that affect an area around a transition point. It's bad form because it causes quite a lot of problems for anyone moving in or out of the zone that they can't even respond to for upwards of a minute during their loading time. Placing it at a narrow point 100 feet down the road? Completely fine. Just remember to always stay incharacter about things like this.
And finally, if there are ever any problems between players we would ask you to take screenshots and address your concerns to the DM staff here on the forums.
