Requesting explanation on PG 13 and no violence torture rule

Could a DM please give me two examples of violence, one that is accepted, one that is not? Two borderline examples. The server states no violence is accepted which I find hard to do if we're going to swing swords at each other once in a while, yet if we compare to our hollywood PG 13 rating, many violent things can happen as long as there's no blood to see.

Less is more when it comes to this stuff. Keep the details to the minimum required to get across what is happening and you should be fine.

Torture and violence is allowed. Graphic, explained torture and violence isn't allowed.
