Can quarterstaves be used with both flurry and two weapon fighting?

If you're asking whether quarterstaves has two sides or not, then no. It's not a double sided weapon in NWN2 like it is in PnP.

You can dual wield quarterstaves for two weapon fighting, though, with monkey grip. But I don't think that's what you're asking for.

Imagine dual wielding and greater flurry, yes I see no reason why it won't work mechanically.

Yes. I was wanting to use a single quarterstaff as a double sided weapon.
