Weapon:
Well, if it is some kind of elf the longsword is accessible and there are such with +3 deflection.
Roaring shore has a +3 shielding rapier (stacking with shield spell) and there are other nice ones around for mages.
Daggers and staffs would be a better choice in general.

For a pure caster I would look for something that either improve AC or adds spellpower, preferably both.

Short answer is more or less no, UMD 13 is enough if you do not intend to read scrolls not of your spell lists but...

You never know when it is handy to read off a ninth level scroll on your toon until you do need to.

Are you sure about the rapier of shielding stacking?

It doesn't stack, no. If you have a +3 shield rapier, and you use a shield scroll, your AC will increase by 1.

I read that as a rapier called a "Shielding rapier". Hence my reaction.

There is a staff with +4 deflection AC at Soubar. Get your UMD to 13 (I think it is monk-only) and go buy it!

A handaxe that gives you an extra level 6 spell slot, that's pretty good.
