After facing both external and internal political setbacks, from both the Amnian government and their own project team, Wai Li and Lady Zakine regroup and forge a new path forward for the project.
In response to Amnian political objections of the site location that both Lady Zakine and Wai Li are aware of and alleged Duchal political objections that only Wai Li knows of, the two scout out and sketch three new possible locations for a fortified merchant waystation further to the south in the Southern Cloud Peaks (Descent) region and in less overwhelmingly hostile territory, now lacking a watch tower in concept due to the lack of a suitable vantage point. Afterward, they walk on to Lady Zakine's estate in Athkatla, to converse further on the troubled, but still alive project.
With Lady Zakine, Wai Li, and Candlekeep leader Teo's approval, Za'than is allowed back into the project, but not Sarah, having gravely disappointed Wai Li and Lady Zakine with her dramatic and conflicting exit from project weeks earlier, with no offered recourse by Sarah beyond Teo hypothetically ordering her to return to the project -- insulting Lady Zakine and dishonoring Sarah in the eyes of Wai Li.
Over refreshments at the Lady's estate in Athkatla, the Lady agrees to host an Amnian high society party of sorts to try to persuade skeptical Amnian political authorities to not block the venture if pursued in one of the newly proposed site locations. Additionally, the two decide to now seek a new architect and new drawings for the project and agree to an updated list of laborers involved in the endeavor. After returning to Nashkel from Athkatla, Wai Li posts this updated list of laborers in the halls of the Temple of the Guardian:

a wine cup bursts right next to the wall, spilling some red wine across it and the floor "What do you mean, I cannot use her drafts, she send them to me, they are mine now!" "J-just y-your Grace i-it it's that she never officially signed them to you t-they are s-still her intellectual property" "What am I paying you for?" Narasida hisses interrupting the man standing at the other side of the room. "L-legal advice . . . your Grace" he adds hastily "Wrong, I pay you to make things happen for me! Does it feel like things are happening? Does it feel like you are earning your pay right now? Do does it look like that to you?" with that Narasida fills her next cup of wine, doing a quick check to see if she can still effort to throw wine cups at her law-master without having to send for more wine or more cups. "It-it is...technically y-your grace she is not a citizen of Amn so you c-could, your G-Grace but you mentioned Candlekeep. They might t-take that.." *sighting* Fine then just...I don't know, make yourself useful for once and take the drafts the other one made to Wai Li...and find out the name of...that person. Now GO with those words the next wine cup makes its journey across the room, as the Law master hastely grabs a draft and moves away.

Seeing that construction never began on the proposed watchtower and merchant waystation, rumors spread as to why this might be the case. Were its sponsors no longer enthusiastic about it? Has it been held up by politics? Has it run out of funding? Was it sabotaged? Time will tell what is true and what is false.
