Improved FAvored Enemy
How does it work? Can it not be taken as a ranger favored enemy, and cost a regular level feat? I know I've seen it before as an option, but now it appears I can only take favored enemies (I assume because I am leveling to 10, hence no standard feat).

It's a feat specific to rangers. It's not an ability that you get for free as you level up, like favored enemy. You need to spend an actual feat on it. You don't need to take the feat on a ranger level either.
While the game says it gives +3 dmg vs that favored enemy, it's actually +5.

Would be worth it if applied to all favored enemies, but unless you plan on exclusively fighting one type it's use will be intermittent. I believe in pnp it applies to all but nwn2 makes you take it for each FE, unless it's different on this server.

It should be changed to all taken FE, but with lowered damage, like +2.

With 25 levels of Ranger, you get 5 favored enemies, with +5 damage, as if they all had improved favored enemy, so improved favored enemy is for if you want one enemy, and are willing to pay a full fat for that. It's really not great at all.

A lvl30 ranger gets 7 FEs. They get an FE at lvl1, lvl5 and 5 lvls after that

Forgive if I'm wrong, but it seems like you've missed that imp.favored enemy stacks with favored enemy damage. So a level 30 ranger getting +7 damage against his favored enemies, will get +12 damage against each enemy that the ranger has an improved favored enemy feat for.
