Does it work?
I can not quite tell if it does on the Swashbuckler's chain shirt. There is a belt with it too. I would say that it does not, at least I cannot see a difference with the chain shirt.

Doesn't seem to work from what I have found. Barbarian warmace does not give barbarian fast movement either.

5% increase in movement is not a lot to notice, but if the feat ends up on your sheet, it is working. I have one of those chain shirts myself, and it appeared to be working.

What I found is that sometimes items with movement speed increasing bonuses bug out, and you have to re-equip them to get them working again.
This is assuming that you otherwise fulfill all the requirements to move faster, such as in the case of the warmace. Barbarian fast movement shouldn't work in heavy armour.

I've heard reports that Dash doesn't work on some items. However, if you look at your character sheet and the feat is in your list, it should be working just fine.
If the feat doesn't appear in your list when you equip the items, it is one of the bugged ones.

This is true for items like the Wyvern Studded Leather that adds "Fast Movement 10%," as the speed increase gets applied through a small script that sometimes refuses to activate.
