Natural spell = Talking animal?

Natural spell = Talking animal?
RP-wise, can a druid in animal form talk with the Natural spell feat? Are they able to communicate in animal form at all?

I believe that Natural Spell just lets you use the animal equivalent of somatic and verbal components, letting you grunt and meow and scratch in a way that works.
As for communication, I believe that animal shapes can only communicate in animal, and then it is strictly small ideas and concepts that you can express; things like "Danger!", "Food!", "Safe!". Complex sentences and humanoid ideas, even numbers higher than simply three or four - anything higher would just be "Many".
For all of the wildshape forms the limiting factor is the mechanics of the creature's mouth or equivalent.
Animals only have the equipment for the Animal language, Treants and Shambling Mounds can speak any language, I've heard. Elementals can only speak in Aquan/Ignan/Auran/Terran, and only if the Druid knows the language. If the Druid does not know the language already, then in elemental shape they can't communicate at all (or so I've heard, somewhere).
Dragon Druids can communicate in any language.

It's actually the other way around, the feat says that you can substitute the verbal part with growls or grunts or whatever sounds from animals.
It doesn't give the animal forms abilities to speak.
Also some forms are capable of speech. Treant for low levels and Dragon for highers.
Winter Wolves (Magical Beast Wildshape) are capable of speech also.
