I saw that you DMs had an official rulings thread now which is really good to help us players keep track on things that are not explicitly stated in the server rules but may have impacts on the way we roleplay our characters. For this, thank you.
Now a while ago Grymhild raised the issue regarding the status of Runestones and this has arisen in recent roleplay for me.
It would be great if this could be made a part of the offical DM ruling thread. Thank you.

My latest understanding of the runestones is that they are an in-character device. In DM events players may also teleport without runestones the way Teleportation is described in the regular D&D spell.
Please be advised that this is not a DM ruling, which I am aware that you asked for. The reason for that is that this topic is actively being discussed by the DM Team. Until then it is fair and reasonable to treat things the way they are represented in-game: as a real tangible item. By extension the gold cost is also in-characterly, unless otherwise ruled.

One Caveat to what Ioulaum has said.
Currently Runestones that have a location saved on them are non-tradable.
