My toon, a sorceror ... for whatever reason does not know Arcane.
I have an extra language slot, and I am unable to pick it.
How do I learn it? Do I need to pick up the scribe scroll feat?
How do I learn arcane?

Ask a dm for it, or make a wizard. I do not think there are any other ways but I am unsure so don't take my word for it.
Btw a sorc prob would not know it since he did not study magic so much as simply has it.

Sorcerors are innately attuned to magic through their bloodlines ((Usually draconic)) thus they do not learn Arcane as a Language as they actually can not read magic or study it like a Wizard. They just are magic in physical form, practically.
You can be a Sorceror with a bloodtype of almost any magical being out there, ((Fey, Celestial, Fiendish, Star, etc etc))
