Full bard vs Dissonant Chord

Depends on what you're opting for.

I'd say that Dissonant Chord gives you some good tools for both PvP and PvE, and a new form of buff in the shape of high end Spell Resistance - of course, clerics and Favoured Souls got that trick covered too.

I haven't crunched the numbers, but if you can use the tools the PRC offers in your playstyle, it seems to be just as worth it for a Cha-based bard as for a Str-based one... None of these abilities are overly depends on high end charisma.

Unless you're opting to do something amazing with two epic feats, like getting in Requiem/Hymn of Requiem or Expose Weakness, I'd go for it.

Keep in mind the spell resistance can only be placed on another party member, and not yourself.
